New repo: SkillGraph maps learning paths from job descriptions

A new open-source tool parses job postings to generate dynamic skill dependency graphs. It identifies missing competencies and links directly to free documentation for each gap. The model currently supports engineering and data science roles with 92 percent accuracy.
